Triggered by the increasing amounts of rumors surrounding the alleged artifical nature of hurricanes Helen (1,2) and Milton (3,4) in the fall of 2024, I decided to follow up on a study I came across while researching the zinc and cadmium experiments done by the British government on its own population in the period between 1953 and 1964 (5). This led me to the so-called ENMOD Treaty that came into effect in 1978. This article introduces this treaty on the Prohibition of Environmental Modification (ENMOD) Techniques and why some people think this treaty is in fact a Trojan horse.

FROM FABIEN DEREULLE TO JAMES MARVIN HERNDON
Weather Manipulation is not just something for crazy conspiracy people, but it is also discussed in the scientific community (6). It was through an article by Fabien Dereulle ‘Natural Disasters are Not All Natural‘ (7) that I got to know about a nuclear geophysicist called James M. Herndon (8). He was the one of the authors of a 2020-paper that is highly critically of the ENMOD Treaty (10).

WHAT IS THE ENMOD TREATY?
The Vietnam war showed the world the power of ‘environmental warfare’ (11) and this must have led to the desire of the world community to make sure this would not ever happen again. This paved the way for a treaty that looks very benevolent, with this title: “Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques” (=ENMOD)

The authors make a convincing case against the benevolent nature of this treaty. One of their main arguments is directed against Article 3 in the Treaty:

“1. The provisions of this Convention shall not hinder the use of environmental modification techniques for peaceful purposes and shall be without prejudice to the generally recognized principles and applicable rules of international law concerning such use.”

2. The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of scientific and technological information on the use of environmental modification techniques for peaceful purposes. States Parties in a position to do so shall contribute, alone or together with other States or international organizations, to international economic and scientific co-operation in the preservation, improvement and peaceful utilization of the environment, with due consideration for the needs of the developing areas of the world.” (10, pp. 2-3)

SCIENTIFIC ENVIRONMENTAL MODIFICATION TECHNIQUES FOR PEACEFUL PURPOSES?
Instead of prohibiting all weather modification technology altogether, this treaty stimulates and almost forces member states to share and facilitate the sharing of scientific information surrounding environmental modification techniques. The authors claim that under the guise ‘for peaceful purposes‘ countries are lured into the further exploration of all kinds of weather modification technology.

SOME REFLECTIONS
The article by Herndon et al. goes into depth regarding all kinds of elements regarding this treaty. I would recommend anyone who is interested in this topic to read the article yourself (10). This current article is only meant as a short introduction to this treaty and the possible downside of it. It also makes clear that the use of weather modification for malevolent purposes was something that was globally recognized as real. Would all this really have ended since this treaty?

I spotted the following tweet on October 9, 2024:
“Review ENMOD, came into force in 78’. “This treaty was the result of concerns that weather modification technologies could be used for harmful purposes, such as manipulating natural processes to cause floods, droughts, or other extreme weather events as a form of warfare.” (14)

Despite the possible negative effects of the treaty, it could also be used against those responsible for the alleged artificial nature of hurricanes Helen and Milton. The treaty obviously prohibits the non-peaceful use of weather modification techniques (15).

MacDonald described potential environmental warfare methods that deliberately trigger instabilities in large-scale natural systems such as weather and climate, hurricanes, earthquakes, volcanos, tsunamis, and the human brain.
